Project Description
This project consisted of constructing a new precast Twin cast-in-place segmental bridges on State Road 60, spanning the Clearwater Harbor between the City of Clearwater and Clearwater Beach. The new bridge replaces an existing bascule bridge that was demolished upon completion of the new structure. The bridge consists of nine spans for a total length of 2,340 lineal feet. Of the nine spans, four were constructed by balanced cantilevers using form travelers. The remaining five were constructed on falsework. Two piers were accessible only by barge with the others accessible by land. Upon completion of the bridges, the existing bridge and fishing pier was removed. This project was bid under the traditional design-bid-build process. PCL was low out of four bidders. PCL recognized an opportunity to improve the design. A Value Engineering Change Proposal (VECP) was submitted and accepted by the owner. The VECP changed the bridge design, specifically the drilled shafts, footings, columns and the superstructure. This converted the bridge component to design-build, switching it from unit price to lump sum, resulting in a guaranteed savings to the owner.
