Construction of the 91st Avenue WWTP UP01 Expansion Completion Project which is located on a 560 acre site just east of 91st Avenue, south of Broadway. The plant is owned by the Subregional Operating Group (SROG) and operated by the City of Phoenix. The Unified Plant 2001(UP01) is the first expansion phase of the 91st Avenue WWTP Unified Plant.     The UP01 Expansion Project was originally advertised in June 2001 and construction began in March 2003.  The City terminated its contract with the original CM at Risk contractor in August 2005. The original contract was at various stages of completion and there are numerous issues regarding the quality of work in place. The project consists of initial contract for Preconstruction Services and two construction phases, a GMP#1 phase  and a GMP#2 phase.     Construction of the $156,069,597, 91st Avenue WWTP UP01 Expansion Completion consists of completing the original contract work and associated deficiencies for the following: 87th Ave. Junction Box, Influent Channels, Headworks Facilities, Primary Facilities, Aeration Facilities, Blower Facilities, Secondary Facilities, Centrate Treatment Facilities, Odor Control Facilities, Chemical Handling Facilities, Chlorination Facilities, 96 in. Effluent Line, Existing Plant, modifications to the Solids Handling and Thickening Facilities, Electrical Substations, Primary and Secondary Generation Systems, Reuse Water System, Equipment Procurement, and Groundwater Pumping System.
